New Filing Option for Site Safety Plan Façade Alterations

To monitor the safety of major construction projects in New York City, the Department of Buildings (DOB) requires specific projects to file a site safety plan that outlines the logistics of maintaining a safe construction site for workers and pedestrians.

Chapter 33 of the Building Code details the necessary safeguards during construction and demolition. Chapter 1 of Title 28 of the Administrative Code itemizes the specific requirements for a site safety plan.
The DOB recently introduced a new filing option for professional applicants (registered architects and professional engineers): professionally certified Alteration Type 3 applications. Non-professional applicants will continue to submit filings to the BEST squad.
When is a site safety plan required?

  • Construction, enlargement or demolition (partial or full) of a building that is greater than nine stories, or greater than 125 feet, or has a footprint exceeding 100,000 square feet
  • Alteration, maintenance or repair to the façade of a building greater than 14 stories or 200 feet tall

What information is included in a site safety plan?

  • Basic information
    1. Details for all safety equipment on site, including but not limited to:
      • sidewalk sheds
      • guardrails
      • vertical netting
      • fences
      • gates
      • ramps
    2. Details on all surroundings, including but not limited to:
      • adjacent buildings
      • sidewalks
      • streets
    3. Location and details for all fire-department-related safety requirements, including but not limited to:
      • temporary elevators
      • standpipe systems
      • Siamese connections
  • Additional required information is based on the means and methods for the project

Who prepares the site safety plan?
A site safety consultant or design professional should assist general contractors in preparing a site safety plan and coordinating all necessary logistics.
How is the site safety plan filed?
A site safety plan can be filed at the borough office or the NYC Development Hub.

  • Professional applicants may submit professionally certified Alteration Type 3 applications for site safety plans for typical façade alterations/restorations.
  • Site safety consultants who are not considered by the DOB as “professional applicants” must submit the site safety plan through the Building Enforcement Safety Team (BEST).
