DOB Energy Audits: The How-To Guide

Buildings generate 80% of New York City’s greenhouse gas emissions. Therefore, New York City has made a commitment to improving the energy efficiency of NYC buildings in order to protect our environment. In an effort to lead the way in sustainability and energy efficient building design, NYC is taking measures to make sure that design professionals comply with the New York City Energy Conservation Code (NYCECC).

If you’ve received an audit on a self-certified application, follow our steps below to resolve the audit:

STEP 1

Email the plan examiner with the following items:

  • Revised drawings addressing open issues
  • AI-1 form indicating all superseded and/or new drawings
  • Corrected TR-8/PC-1 form where applicable

STEP 2

The plan examiner will then review the revised drawings and determine if the revised set sufficiently addresses all open issues or not. Upon acceptance, the examiner will stamp and email the approved drawing set to the applicant. If the revised  drawings have not been accepted, a review response will be provided to the applicant via email.

STEP 3

Applicant shall submit an ECC auditor-stamped accepted set of drawings to the DOB for routine processing of amended drawings/Post-Approval Amendment (PAA) for all professionally certified applications.   If your job has been accepted though Hub Self-Service, you must file a PAA at the DOB borough offices.

STEP 4

Party shall notify the plan examiner via email once their application has been approved and all required items and progress inspections have been added to the audit application.

STEP 5

The plan examiner will confirm the accepted drawings were approved and all required items were added to the job application in BIS.  Upon confirmation, the plan examiner will change the Energy Audit status to in BIS to “ACCEPTED”.

Finally, it’s important to remember that the EN drawings pages must include an Energy Analysis, Progress Inspection Table and references to supporting documentation, professional statement by the design professional, and commissioning statement (if applicable).
