Back to Basics: Zoning Submission Requirements

Getting your construction documents in order before submission is one of the keys to successful filing.

The Department of Buildings (DOB) requires that any construction documents submitted be complete with all necessary information prior to plan examination. The plan examiner will not review drawings or issue objections until such information is received. This information includes zoning information.

What zoning information is required?

All plans should include:

  • The block and lot of the property
  • The dimensions of the lot
  • The height of the proposed building
  • The number of stories of the proposed building
  • The zoning district
  • The zoning districts within 50 ft. of the lot
  • The location of front/rear/side yards
  • The width of the street
  • Open spaces on the site
  • Curb cuts
  • Potential special purpose district designations
  • Potential waterfront area designations
  • Zoning analysis showing the use and bulk of the building, accessory parking and new street trees
  • Tabular Floor Area Ratio (FAR) calculations
  • Diagrammatic representation of the building which indicates the area on each floor

What about new buildings or enlargements?

For new buildings or enlargement applications, a Zoning Diagram (ZD1 Form) must also be submitted. This form asks for additional information, including axonometric diagrams. These diagrams must be accompanied by the applicable zoning resolution citation relating to building height, street wall heights, setbacks, the sky exposure plane, and permitted obstructions.

When filing a determination related to zoning, the applicant must also submit a Zoning Resolution Determinations (ZRD1) form. A ZRD1 is a request for interpretation or clarification relating to the application’s compliance with the Zoning Resolution. This form must include background information on the project, explaining the reason for the applicant’s request. Please note that a ZRD1 may also be submitted to clear a zoning objection during the plan examination process.
